At Encompass Health Rehabilitation Hospital of Fredericksburg, we are committed to helping you regain independence after a life-changing illness or injury. Located in Fredericksburg, we serve patients in the Spotsylvania, Stafford, Woodbridge and Culpepper areas as a leading provider of inpatient oncology rehabilitation and inpatient rehabilitation for stroke and other complex neurological and orthopedic conditions.
Using clinical collaboration and advanced technologies, we provide a personalized care plan designed to meet your unique needs and help you achieve your goals.
Our inpatient rehabilitation hospital uses an interdisciplinary team approach that includes physical, speech and occupational therapists, rehabilitation physicians, rehabilitation nurses, case managers, dietitians and more, combined with our advanced technology and expertise, to help you achieve your goals. You will receive at least three hours of therapy five days per week while under the constant care of registered nurses, many of whom specialize in rehabilitation, and frequent independent private practice physician* visits.
Rehabilitation is covered in full or part by most health insurance plans, including Medicare and Medicaid. Our hospital has contracts with most major insurance companies and is willing to negotiate with other companies, as needed.

The Stroke Center of Excellence award is part of Encompass Health’s internal recognition program to highlight accomplishments within our rehabilitation hospitals. It is achieved through a dedication, hard work and superior patient outcomes. To meet strict certification criteria, hospitals must provide high quality services, and the program must meet The Joint Commission’s Gold Seal of Approval® and hold The Joint Commission’s Disease-Specific Care Certification in Stroke Rehabilitation to qualify.

Chief Executive Officer
David Cashwell joined Encompass Health Rehabilitation Hospital of Fredericksburg in June 2017, providing 15 years of executive healthcare leadership experience in acute care hospitals and, most recently, at HealthSouth Rehabilitation Hospital of Richmond. A North Carolina native, David attended The University of North Carolina in Chapel Hill and Campbell University in Buies Creek, North Carolina, where he received a bachelor’s degree in business administration. He earned his master’s degree in health administration in 2005 from Virginia Commonwealth University in Richmond Virginia.
Medical Director
Dr. Mai joined Encompass Health Rehabilitation Hospital of Fredericksburg in February 2018. He received his undergraduate degree in biology from the University of Virginia, and he attended medical school at St. George University School of Medicine. He interned in internal medicine/pediatrics at Newark Beth Israel Medical Center and completed his residency training at New York Presbyterian Hospital, the teaching hospital of Columbia and Cornel Medical School.
Area Director of Plant Operations
Charles brings 20 years’ experience in acute care hospital experience to Fredericksburg. He joined the Encompass Health Rehabilitation Hospital of Fredericksburg team in August 2014 after relocating from HealthSouth Mountainview Hospital in Morgantown WV. He has served as the safety committee chairperson for HealthSouth for the last four years. He comes to us with experience with emergency management and represents HealthSouth with local emergency preparedness groups. Charles is a native of California where he ran a successful landscape business for 15 years.
Chief Nursing Officer
Susanne brings 33 years of experience as a registered nurse, 15 years as a family nurse practitioner and 16 years of administration experience. Her specialty focus has been in oncology, bone marrow transplant, palliative care and most recently rehabilitation nursing in which she is certified. She has been the chief nursing officer at Encompass Health Rehabilitation Hospital of Fredericksburg for five years. She initially graduated from East Stroudsburg University of Pennsylvania with her BSN in 1990. She obtained her master’s in nursing and Family Nurse Practitioner Degree at Virginia Commonwealth University in 2008. She completed her MBA at Averett University in 2016.
Director of Therapy Operations
Rebecca joined the team at Encompass Health Fredericksburg in March of 2020. Rebecca brings over 34 years of clinical experience as a physical therapist and 20 years as a leader of therapy services in a variety of settings including acute care, outpatient and inpatient rehabilitation. Prior to joining Encompass Health, she held leadership roles at Virginia Commonwealth University, HCA Healthcare and University of Virginia. She received her bachelor’s degree in physical therapy from Old Dominion University and her master’s degree in business administration from Averett University. Rebecca also received her certification as a lymphedema therapist from the American Academy of Lymphatics. Rebecca is a member of the American Physical Therapy Association and the American College of Healthcare Executives.
Pharmacy Director
Felix Fianko joined Encompass Health Rehabilitation Hospital of Fredericksburg from Walgreens pharmacy in April 2015 where he excelled as a staff pharmacist in the community setting. A native of Ghana West Africa, he attended the University of Science and Technology and graduated with a bachelor’s degree in renewable natural resource management in 1997. After moving to the United States, he pursued and earned a post baccalaureate certificate in health sciences at the Virginia Commonwealth University in 2009 and subsequently a doctorate degree in pharmacy at the Massachusetts College of Pharmacy and Health Sciences Worcester Massachusetts in 2014. His passion and experiences for patient care began at a young age in Ghana where he grew up in the University Hospital system where his father worked as a senior laboratory technologist. His leadership qualities and skills earned him a place on the Fredericksburg hospital leadership team in 2017. Felix’s areas of interest include ambulatory care, medication therapy management, and antimicrobial stewardship. Felix is currently a member of Virginia Society of Hospital Pharmacist and currently pursuing SIDP certification in Antimicrobial Stewardship.
Director of Health Information Management/HIPAA Officer
Kathy joined Encompass Health Rehabilitation Hospital of Fredericksburg in August 2012, bringing more than 15 years of healthcare experience in billing, coding, auditing, denials management and medical record compliance. Kathy serves as the hospital’s medical records director, HIPAA officer and is a representative on the HIMS Leadership Board. Kathy is a resource in assisting other Encompass Health hospitals with various needs and leads our team in ensuring completeness of health records and privacy of protected health information.
Business Development Director
Nicole joined Encompass Health Rehabilitation Hospital of Fredericksburg in May 2022, providing more than nine years of healthcare experience in acute care and inpatient settings. Her career with Encompass Health started in Bryan, Texas in September 2016 as a rehab liaison, helping patients gain access to acute rehabilitation. She advanced in her position from rehab liaison to senior rehab liaison before being promoted as business development director. Nicole earned both her bachelor’s degree and master’s degree in social work, and is a licensed master social worker. Her passion for helping people motivates her to educate the community, medical professionals, patients and families on the benefits of acute rehabilitation.
Controller
Kerry joined Encompass Health Rehabilitation Hospital of Fredericksburg in October 2022. With over 25 years of accounting experience, much of his career was spent within the healthcare industry. He has served in several capacities ranging from senior staff accountant to controller of a residential care facility for the elderly. Kerry brings with him proficiencies in nonprofit accounting, asset settlement, budgeting, trust fund accounting, income tax preparation, and financial statement analysis. He graduated Summa Cum Laude from the University of the Virgin Islands with a bachelor’s degree in business administration and a concentration in accounting. He later earned a master’s in accounting from Liberty University in Lynchburg, Virginia.
Director of Quality
Bryana brings more than 10 years of clinical and management experience to Encompass Health Rehabilitation Hospital of Fredericksburg. She joined the Encompass Health Fredericksburg team in May 2016 as the patient standards assessment coordinator and has been in the role of director of quality and risk since January 2018. Prior to her career with Encompass Health, she worked in critical care and risk management within the acute care setting. She received her Master of Science in nursing administration and Bachelor of Science in nursing from Liberty University. She became a certified professional in patient safety in June 2015 and has maintained this certification. Her passion is promoting a just culture for staff to feel comfortable speaking up to ensure the highest quality of care is provided to patients.
Director of Care Management
Karen brings 30 years of case management experience to Encompass Health Rehabilitation Hospital of Fredericksburg. Prior to joining Encompass Health, she served as a case manager/operations manager for the department of care management at Mary Washington Hospital. She began her career at Mary Washington Hospital as a home health nurse. Karen received a bachelor's degree in nursing and a master's degree in nursing administration both from George Mason University. She is an accredited case manager and board-certified case manager.
Director of Human Resources
Anthanita Warner joined our team in April 2019. Previously she worked for a large nonprofit continuing care retirement and rehabilitation community as an area human resources director and has worked in healthcare human resources for more than 16 years. Her professional experience includes employee relations, policy-planning, change management, benefits and recruitment. Anthanita has established experience in addressing and implementing strategic plans for talent acquisition, retention and succession planning with a special focus on: healthcare regulatory compliance, team building, risk management, training and mentoring, and relationship building management. Anthanita holds her Bachelor of Science degree in human resources management from Wilmington University, Del.. Anthanita began her healthcare career more than 25 years ago as a medical assistant.
