Area Chief Executive Officer
Angela came to the University of Iowa Health Network Rehabilitation Hospital from The Rehabilitation Institute of Ohio, formerly Encompass Health Rehabilitation Hospital of Dayton, where she served as an associate administrator. Angela brings more than 20 years of healthcare experience to the University of Iowa Rehabilitation Hospital. In addition to her clinical background, Angela also brings a knowledge of quality and risk management, and several years of hospital operational and executive leadership. She is a Kentucky native, and has an associate’s degree in respiratory sciences from the University of Louisville, a bachelor’s degree in healthcare administration, and a master’s degree in business administration from Ottawa University.
Medical Director
Dr. Philip Chen is a physical medicine and rehabilitation physician (PM&R) providing inpatient rehabilitation services for patients at the University of Iowa Health Network Rehabilitation Hospital, a joint venture between University of Iowa Health Systems and Encompass Health. Dr. Chen joined the University of Iowa health care faculty in 2017 to grow PM&R services. Dr. Chen received his medical degree from University of Iowa's Carver College of Medicine, followed by a residency at the University of Michigan, where he was chief resident, and completed a spinal cord injury fellowship. He is board certified in PM&R, and has a subspecialty board certification in spinal cord injury medicine.
Dr. Chen is an independent private practice physician.
Chief Nursing Officer
With more than 26 years of acute care experience, Brenda Bell serves as the chief nursing officer at the University of Iowa Rehabilitation Health Network Hospital, a venture with Encompass Health. Brenda has almost 12 years of leadership experience in critical care and cardiovascular services. She leads by example and works tirelessly to create a hospital environment that provides comfort, professionalism and respect for patients and staff. Brenda received a bachelor's degree in nursing from the University of Iowa and a master's degree in nursing, with an emphasis in nursing administration, from Mount Mercy University in Cedar Rapids.
Director of Pharmacy
Katie Finkey serves as the director of pharmacy at The University of Iowa Health Network Rehabilitation Hospital. She graduated with her doctorate in pharmacy from the University of Iowa College of Pharmacy, and before joining the University of Iowa Rehab Hospital, was a pharmacy manager for Walgreens. Katie brings with her a passion for quality patient care and patient education. She is also a member of the American Society of Health-System Pharmacists.
Director of Case Management
Brenda began her career with Encompass Health in 2013 as a case manager in Overland Park, Kansas. Since 2018, she has served as a director of case management in the Austin and Dallas markets. Brenda has over 30 years of social work experience in inpatient acute care and psychiatric hospitals. Her experience includes therapeutic foster care, special needs adoptions, outpatient specialty clinics and skilled nursing facilities. Brenda graduated from Central Missouri State University with a bachelor’s degree in social work. She holds a certification as a case manager and is a licensed social worker in Iowa and Texas. Brenda’s passion is to support the case management team to improve clinical and functional outcomes.
Business Development Director
Jessica holds a bachelor’s degree in athletic training from the University of Northern Iowa and is also a licensed physical therapist assistant, which she obtained from Kirkwood Community College. Jessica has held progressive positions within the physical therapy and healthcare marketing fields since 2008 and has been with Encompass Health since 2020. Jessica is very passionate about patient care and ensuring that patients, their families and surrounding communities are offered the best opportunities, resources and education to allow them to be as successful as possible in their recovery journey.
Director of Therapy Operations
With 23 years of healthcare experience delivering therapy to all levels of care, Stacey serves as director of therapy operations at University of Iowa Health Network Rehabilitation Hospital, a venture with Encompass Health. Stacey earned her degree from St. Ambrose University in occupational therapy. Before joining the University of Iowa Health Network Rehabilitation Hospital, Stacey held positions as senior occupational therapist at St. Luke’s Hospital, director of therapy for rehab visions, and occupational therapist at the University of Iowa Hospital. Stacey’s passion is delivering the best individualized therapy to her patients so they can achieve their goals and return to their prior status.
Controller
Nic has worked in the healthcare sector’s finance area for his entire career, with the last four years dedicated to inpatient rehabilitation facilities. He joined the University of Iowa Health Network Rehabilitation Hospital, a venture with Encompass Health, in 2023 as controller. Nic has a master’s degree in business administration and a bachelor’s degree in healthcare administration. Nic brings experience in leadership, acute care, outpatient services, and medical research as well.
Director of Quality & Risk
With more than 28 years of nursing experience, Kim serves as the director of quality & risk at the University of Iowa Rehabilitation Health Network Hospital, a venture with Encompass Health. She has more than 25 years of leadership experience in stroke, critical care and emergency medicine. She strives to maintain a hospital environment that provides safe, quality care for our patients, while engaging and educating staff. Kim received a bachelor's degree in nursing from the University of Iowa.
Human Resources Director
Beth has more than 20 years of human resources and payroll experience, with 16 years in the healthcare industry. Prior to joining University of Iowa Health Network Rehabilitation Hospital, a venture with Encompass Health, Beth worked as the human resources director in the Chicagoland area at a large acute care hospital. She also has held progressive human resources roles in Florida, Nebraska, Iowa and Alabama. Beth graduated from Clarke University with a degree in business administration. Beth’s mission is to help staff realize both personal and professional success to ensure the safe delivery of quality care to our patients.
Facilities Management Director
Joshua, a Cedar Rapids, Iowa native, brings more than six years of experience in healthcare facilities management. Prior to joining the University of Iowa Health Network Rehabilitation Hospital, his experience was working for HCA Healthcare in Texas. His drive and passion and attention to detail in improving for environmental, health and safety standards helped him propel his career from maintenance technician to regulatory compliance supervisor to manager to director for a 350-bed hospital. Joshua’s focus is on advancing our hospital’s environment of care.
