At Encompass Health Rehabilitation Hospital of Reading, we are committed to helping you regain independence after a life-changing illness or injury. Serving the city of Reading and Berks and surrounding counties, we are a leading provider of inpatient rehabilitation after stroke, brain injury, hip fracture and other complex neurological and orthopedic conditions.
Using clinical collaboration and advanced technologies, we provide a personalized care plan designed to meet your unique needs and help you achieve your goals.
Our inpatient rehabilitation hospital uses an interdisciplinary team approach that includes physical, speech and occupational therapists, rehabilitation physicians, rehabilitation nurses, case managers, dietitians and more, combined with our advanced technology and expertise, to help you achieve your goals. You will receive at least three hours of therapy five days per week while under the constant care of registered nurses, many of whom specialize in rehabilitation, and frequent independent private practice physician* visits.
Rehabilitation is covered in full or part by most health insurance plans, including Medicare and Medicaid. Our hospital has contracts with most major insurance companies and is willing to negotiate with other companies, as needed.

Chief Executive Officer
Judy Parker assumed the role of CEO at Encompass Health Rehabilitation Hospital of Reading in May 2021, having most recently served as the associate administrator at Encompass Health Rehabilitation Hospital of Braintree. She has more than 30 years of healthcare experience. Judy holds a bachelor's degree in business administration from University of Phoenix, a master's degree in leadership/crisis management from Grand Canyon University and an education doctorate in health care leadership from Grand Canyon University.
Medical Director
Dr. McNeill joined the medical staff at Encompass Health Reading, in 2016. He had attended Philadelphia College of Osteopathic Medicine and completed an internship at Mercy Catholic Medical Center in Delaware County and Southwest Philadelphia where he was awarded the medical center’s top intern award. He then began his training in Physical Medicine and Rehabilitation Residency Program at the University of Maryland Sinai Hospital of Baltimore. There he served as chief resident of the program and was awarded the Gerald B. Felsenthal Resident excellence award. He is a native of northeastern Pennsylvania but has lived in New York, Philadelphia, and Baltimore.
Dr. McNeill is an independent private practice physician.
Director of Pharmacy
Donna has more than 30 years of experience working at Encompass Health Rehabilitation Hospital of Reading. She began her journey with the hospital as a pharmacy student in 1986 and transitioned to a staff pharmacist after graduating from the University of Pittsburgh School of Pharmacy in 1989. Sixteen years later, Donna was promoted to director of pharmacy. She has served on national pharmacy committees with Encompass Health including the Pharmacy Leadership Board and the Patient Safety Task Force. She currently guides and supports new pharmacy directors in the Northeast region through our preceptor program.
Business Development Director
Star Elliott joined Encompass Health Rehabilitation Hospital of Reading in February and brings more than nine years of healthcare experience with a background in critical care nursing, case management, and business development in a long-term care hospital setting. She holds a bachelor's degree in nursing from Western Governors University.
Facilities Management Director
Ken has more than 25 years’ experience of construction and facilities management experience. He joined Encompass Health Rehabilitation Hospital of Reading in 2007. Ken also serves as the safety officer for the facility, ensuring proper equipment function and campus safety.
Human Resources Director
Jessica has more than 25 years of human resources experience. Jessica holds a bachelor's degree in applied psychology and organizational behavior from Albright College, a master's degree in business administration with a human resources concentration from Alvernia University and an education doctorate in educational leadership from Immaculata University. Jessica also serves of the board of directors for the Breast Cancer Support Services of Berks.
Director of Case Management
Jenny is a certified case manager with almost 10 years of medical case management experience. In addition to her experience in inpatient rehabilitation her background includes med surg, oncology, orthopedics, critical care, palliative care and home health. Jenny holds a bachelor’s degree in sociology from The University of Pittsburgh as well as a master’s degree in psychology from Walden University.
Chief Nursing Officer
Lisa joined the team at Encompass Health Rehabilitation Hospital of Reading in April 2021 as chief nursing officer. She comes to us from Encompass Health Mechanicsburg, having served as the CNO there since 2018. She brings with her almost 30 years of experience in the medical field. Lisa started her career as an emergency medical technician and advanced into positions such as nursing assistant, staff nurse, clinical nursing coordinator, house supervisor, case manager and nurse manager. Her areas of expertise include emergency, medical/surgical, critical care and telemetry. Lisa earned her bachelor’s degree in nursing from Kaplan University and is currently pursuing her master’s degree in healthcare administration. She is also a certified rehabilitation RN.
Director of Therapy Operations
Terry brings 22 years of healthcare experience to Encompass Health Rehabilitation Hospital of Reading. He assumed increasing responsibilities in hospital operations over the last 10 years serving as director of rehabilitation services. Terry received his bachelor’s degree in occupational therapy from Temple University and his master’s degree in business administration with a concentration in healthcare systems from Drexel University.
Director of Quality and Risk
Holly joined the team at Encompass Health Rehabilitation Hospital of Reading in August of 2020. A Pennsylvania native, she brings more than 20 years of experience in acute inpatient rehabilitation from varied clinical and leadership roles across her career. Holly received her bachelor’s degree in occupational therapy from the Medical College of Georgia, and is a certified aging in place specialist.
Controller
Jason brings more than 15 years of healthcare experience to Encompass Health Rehabilitation Hospital of Reading. Jason has served as Encompass Health Reading’s controller for more than seven years. Jason graduated from Pennsylvania State University with a bachelor’s degree in health policy and administration.
