At Encompass Health Rehabilitation Hospital of Toledo, we are committed to helping you regain independence after a life-changing illness or injury. Located in Toledo, we are a leading provider of inpatient physical therapy, occupational therapy and speech language pathology for stroke, brain injury, amputation and other complex neurological and orthopedic conditions.
Using clinical collaboration and advanced technologies, we provide a personalized care plan designed to meet your unique needs and help you achieve your goals.
Our inpatient rehabilitation hospital uses an interdisciplinary team approach that includes physical, speech and occupational therapists, rehabilitation physicians, rehabilitation nurses, case managers, dietitians and more, combined with our advanced technology and expertise, to help you achieve your goals. You will receive at least three hours of therapy five days per week while under the constant care of registered nurses, many of whom specialize in rehabilitation, and frequent independent private practice physician* visits.
Rehabilitation is covered in full or part by most health insurance plans, including Medicare and Medicaid. Our hospital has contracts with most major insurance companies and is willing to negotiate with other companies, as needed.

Chief Executive Officer
Bryan came to Encompass Health Rehabilitation Hospital of Toledo with eight years of healthcare leadership experience in acute and post-acute settings most recently serving as the CEO of a post-acute hospital in Ann Arbor, Michigan. He received a bachelor's degree in speech communication from Utah State University as well as a dual master’s degree in healthcare administration and business administration from the University of Alabama at Birmingham. Additionally, he is currently pursuing a doctorate in leadership psychology from William James College. A strong communicator and public speaker, Bryan is certified as a level 1 practitioner of structural dynamics through the Kantor Institute. For the past 10 years, he has been active with the American College of Healthcare Executives as a member, committee member, co-chair and board member for the local chapter.
Eun-Jung Kucway, M.D. serves a medical director of Encompass Health Rehabilitation Hospital of Toledo. As a board-certified physical medicine and rehabilitation physician or physiatrist, Dr. Kucway is highly trained to diagnose and treat musculoskeletal disorders. She received her bachelor’s degree in chemistry and a bachelor’s degree in cellular & molecular biology from the University of Michigan then subsequently achieved her medical doctorate from Wayne State University School of Medicine. She completed her residency in physical medicine and rehabilitation at William Beaumont Hospital in Michigan and holds membership with the American Academy of Physical Medicine and Rehabilitation and Michigan State Medical Society. In addition to her medical director role at Encompass Health Toledo, Dr. Kucway is a physician with The Toledo Clinic.
Facilities Management Director
As facilities manager director, Al supports all hospital frontline staff ensuring proper environmental control, equipment function and campus safety. He brings many years of experience in facilities management in the areas of healthcare and business campuses. Al earned his associate degree in facilities management and has achieved Hospital Incident Command System (HICS) through FEMA. In addition, he is green belt certified-black belt trained and educated through six sigma and is a member of the American Society of Healthcare Engineers (ASHE), the Facilities Healthcare Engineer Association (FHEA) and the National Fire Protection Association (NFPA).
Brian Bubp, controller, came to Encompass Health Rehabilitation Hospital of Toledo after spending 15 years at Owens-Illinois holding various leadership positions in the accounting/finance departments. Prior to his career at O-I, Brian worked for Ernst & Young LLP, Lear Corp and Pilkington. He earned his bachelor’s degree in accounting from Bowling Green State University and holds an active CPA license in the state of Ohio.
Business Development Director
Tracy Castle, the director of business development for Encompass Health in Toledo, Ohio, grew up and attended college in Toledo were she received a degree in business. A seasoned business development professional, she has expertise in client needs analysis and has developed and motivated many successful teams to help grow in their industries. Part of her goal is to provide a customer experience that is second to none. Her experience includes long-term acute care hospitals, skilled nursing facilities, home health and health insurance. In addition, Tracy is a long standing board member at the M.H. Senior Center, an active member and previous board member of Northwest Ohio Gerontological Association (NOGA) and volunteer for the Area Office on Aging senior events.
Chief Nursing Officer
Bethany joined Encompass Health August 2020. She came to Encompass Health after serving 20 years at ProMedica Health System where she began her career as a nursing assistant. Shortly after, she became a registered nurse and worked for several years in the intensive care unit. Bethany began her leadership journey as a supervisor in the surgical intensive care unit, and two years later assumed the role of director of the surgical intensive care unit. In 2014, Bethany moved into the role of director of trauma services, where she maintained an adult level 1 and pediatric level 2 trauma center. Bethany received her associate degree in nursing from Mercy College of Northwest Ohio and her bachelor’s degree from Ohio University. She is currently pursuing her master’s degree in healthcare administration from the University of Cincinnati. She currently holds membership with Emergency Nurses Association, American College of Surgeons Ohio Chapter, Society of Trauma Nurses and America Trauma Society. She has also held the position of chairman of the board at Hospital Council of Northwest Ohio for Northwest Ohio Regional Trauma Registry Board.
Director of Therapy Operations
Beth serves as the director of therapy operations at Encompass Health Rehabilitation Hospital of Toledo. Including her 14 years in leadership, she brings 26 years of speech-language pathology experience to her role of overseeing the therapy operations at the hospital. Beth graduated from the University of Toledo with a master’s degree in speech-language pathology and then furthered her education by receiving a master’s degree in business administration from the University of Findlay.
Director of Pharmacy
Colleen Harrell received her bachelor’s degree and doctorate of pharmacy degrees from The University of Toledo. She then completed a pharmacy practice residency at the Ann Arbor VA Medical Center. Since residency, she has served in clinical pharmacist and clinical coordinator positions. She is credited with several publications and national poster presentations. Prior to joining Encompass Health, she was the lead clinical pharmacist and residency program director at ProMedica Toledo Hospital/Russell J. Ebeid Children’s Hospital.
Human Resources Director
Jennifer comes to Encompass Health with more than 10 years of human resources experience and has spent a majority of her career supporting various healthcare service lines. She’s an innovative human resources professional who enjoys employee relations, talent management and facilitating training. Jennifer holds a bachelor's degree in healthcare administration from The University of Toledo.
Certified Case Management Director
Kimberly has worked in healthcare for over a decade and brings accreditation in case management certification to her role at Encompass Health Rehabilitation Hospital of Toledo. She graduated from Baker college of nursing with an associate degree in nursing and subsequently received a bachelor’s degree from Chamberlain college of nursing. She has comprehensive knowledge of Medicare, state Medicaid programs and private pay insurance companies to help with utilization management, while still focusing on patients’ needs for discharge. Kimberly’s goal is to be a part of an interdisciplinary team that prioritizes the patients’ goals and safety to provide better patient outcomes and transitions to the next level of care.
Director of Quality/Risk
Christine Walton, quality/risk director of Encompass Health Rehabilitation Hospital of Toledo, is a dedicated nursing professional with more than 20 years of clinical experience with an emphasis on nursing quality for the past 10 years. She received her bachelor's degree in nursing from the University of Akron and her master's degree in nursing from the University of Phoenix. In addition, Christine is a certified professional of healthcare quality.
